Galaxy Note GT-N7000 Jelly Bean update

Does anyone know when Samsung South Africa plans to release this update? Germany got theirs in February & being patient hasn't rewarded us. We've been waiting 4 months now. There was this massive hype about Ice Cream Sandwich but it failed to live up to expectations. Now Google has once again stirred up hope for a smoother & more responsive OS experience only to learn that JB is now also considered to be outdated. Samsung can't keep up unless they dump a new phone on the market every 6 months or so. It's terribly disappointing that a perfectly capable phone like the GT-N7000 will now be stuck on JB as this is the last promised update for it. My contract hasn't even expired (8 months left) & already I'm to believe that my phone is obsolete. Contracts as offered by the Service Providers should perhaps also be revised so as to keep up with this "technology turnover" as dictated by Google & Samsung - I would prefer a contract that I could renew annually if they insist on persisting with these ridiculous practices.

Any reliable information regarding the Jelly Bean update & its release would be much appreciated.

App to retrieve cell number and then call web service on a remote server

I need to write an app that is able to retrieve the users phone number from the users SIM card and then call a web service on a remote site where further processing takes place.
From what I have googled so far there is a possibility of getting the cell number via

I have heard a rumour that it is possible to create apps for smart phones using only HTML5, CSS3 & JavaScript.
Up till now I have used PhoneGap to make my programs cross platform compatible, but I have been given to understand that with only HTML5, CSS3 and Javascript one can create crossplatform applications(Cross platform = Android, IOS and Blackberry).
Can someone please point me in the correct direction?
