Can you try the following:

1 Try using a new account as it may be a problem with Google Play account
2 Go into SETTINGS
3 Then select Apps (select the 'ALL' tab)
4 Select 'Google Framework...

I assume you are using your 3G to download. Have you tried a Wi-Fi connection? Can you check that you can sign in to google talk? I'm trying to eleminate common errors.

It's giving you an error because you are "downgrading". You will have to install a 4.0.1 or earlier Rom, then install the Stock Rom.

There is no update in SA. Don't think you will get one soon. Best way is to root it and install a custom Rom. It's very easy to do. Just need a bit of time and patience!

You should be able to add attachements. What mail client are you using? Also, what devise are you trying to send the mail from? Laptop? Tablet?
